US President Donald Trump says he would give $5,000 to every American adult if the midterm elections go his way. Turning that promise into reality, however, would face significant hurdles. The proposal could cost more than $1.3 trillion, would require congressional approval and could face legal scrutiny regarding soliciting votes for money.
