President Vladimir Putin announced that Russia is developing strategies for the development of specific cultural sectors. Among them, he highlighted the archival, theater, and museum sectors.

According to the president, the main focus is on training personnel. “Today we need directors, curators, museum educators, playwrights, and managers who understand art, have a feel for contemporary audiences, and are well-versed in technology,” said Vladimir Putin at the St. Petersburg International Forum of United Cultures.

The authorities consider “establishing a state commission for the creation of high-quality content” to be one of the priority areas of the state cultural policy strategy through 2030. The document is also aimed at “strengthening civic identity and the unity of Russian society,” the transmission from generation to generation of “values, norms, traditions, and customs traditional to our society,” as well as ensuring the country’s cultural sovereignty and enhancing Russia’s role in the global humanitarian and cultural sphere.

The focus on human resources in cultural policy through 2030 involves the development of continuing education and a system of lifelong learning for creative professionals. For the museum sector, one of the practical tools is to be the “Museum Leader” competition for selecting emerging professionals.

The theater sector is being addressed separately in the concept for 2035: in August 2026, it was reported that forums had been held in all federal districts as part of its development. At the same time, cultural policy as a whole is required to ensure equal access to cultural services, including for people with disabilities, regardless of where they live.
